I’m a level 36 engineer and I am wondering is it possible to start collecting items for my legendary this early?
I realise how far off I am but would really like to get one!

Save your gold and karma then. On a side note, legendaries for engineers are lackluster, at best. Using your kits will hide your legendary.

Yea fair enough. By the time I reach 80 though there may be more changes to them.

Almost all materials required are 80 materials, so you won’t run into them before ~70+ or so. But definitely stockpile your gold and your karma, as was already said.
