I have my bank loaded with Tier 1 and tier 2 mats. Is it worth it to do all the steps in the mystic forge to convert the standard crafting mats up to tier 6, or is it more cost effective to simply sell off all those mats and purchase the tier 6 mats? And how about using the crafting promotions for the rare blue mats?

It probably depends on the mats. I found a while back that I had a better return selling of my tier 5 dust and buying tier 6 dust than I did upgrading it in the forge; I netted around twice as much dust that way. Compare the prices on the tp and see what the selling point for the tier 5 is and the buying point for tier 6 and use that to decide whether it is better to convert or not.
