Title pretty much says it. The wiki is not clear whether it is the player or the character who makes the weapon who has to have 400 in the two required crafting professions.

But I don’t think so. The crafting gifts aren’t account bound?

You can have an alt have the 2 400’s if you already have 2 different 400’s on your character you want the legendary on. Or re train your crafting. Just be sure you do the final steps to making the legendary on your character that you want it on.
