Quick question, does a character need to be level 80 for ascended crafting?

I don’t have any characters with level 400 artificer but was considering rolling a necro and it would make sense to level them up via the level gain instead of doing this on a level 80 char. Just needed to make sure it’s not like some recipes and the recipes require level 80. Checked the wiki but couldn’t see any details.
