Guild Wars 2

I’m kind’ve curious as to get these. I’ve found a few gold but I’m trying to get some platinum ones. The name leads me to believe they would drop off pirates, but I figured I’d ask you guys anyway.

They are used to make Sigils of Luck and Runes of the Pirate.

From the fact that leatherworker can also use it, I believe there may be a third recipe, but I’m not sure what it is.
