When Ascended Weapon crafting was made available last 03 September 2013, salvaging certain weapons (e.g. dire/shaman) had a chance of dropping inscriptions. Does the Wintersday patch and the Ascended Armor crafting make insignias salvageable from some certain armors now too?

“Exotic armor pieces with the stat combos Rabid, Dire, Magi’s, Soldier’s, Cavalier’s, and Shaman’s now have a chance to salvage their insignia.”

So in short, the answer is: yes.
