Is the gift account bound or soulbound?

Also, are the sub-gifts required to make it account bound or soul bound?

Reason being is that I have 400 chef and artificer on my thief..could I just craft these items with my thief and give them to my other character to whom i plan to make the bifrost for??

Pretty sure everything related to legendaries are account bound. All gifts definitely are account bound, at least.
So, yes, you can trade them from thief to other character.
