Is it still possible to pick up this recipe? for tempered spinal blades.

I remember being able to buy it during LA but at the time I didnt think I’d want to craft it.
Is there an alternative place to buy it? (tailor).

The mystic forge merchant (miyani) sells it for all three professions. I wouldnt suggest to craft it with tailor but with leatherworker instead. Right now, it costs 165 gold more to craft the Gift of Blades with tailor, compared to leatherworker and it only costs half of that to level your leatherworking from 0-500.
