I get/got most of mine from salvaging.
Where do i find the stuff to salvage though, like what drops the armor that i can salvage for scraps?
Just about everything on the map has a chance to drop something. The more you explore, the more loot you will get, the more stuff you will have to salvage.
Alternatively, you can sell your loot and use the proceeds to purchase the crafting material you need directly from the trading post.
Best option is bags, in my opinion. Actually if you farm some of the very frequent events in the 1-15 zones you will get quite a few. This event is one of my favorites for Jute Scraps:

The Charr you kill drop Ritual Bags and Shredded Garments. The Garments always salvage into Jute, and the Ritual Bags have a chance to drop them. Plus the event happens every 8-12 minutes, so if you just hang out in the zone for an hour, you can easily get about 50-60 pieces, possibly more.
This is also a good place to get tier 1 inscription items, as the bags have a chance to drop those too.

salvage low level light armor with a crude salvage kit, that should give jute sections.
medium armor gives leather sections
heavy armor gives ore
and, yes: bags.

As the others have said, Light Armor that is level req 20 and below will salvage into Jute Scraps. “Cloth”-like salvage items like Shredded Garments, Shredded Rags etc. that are worth 6c each will also salvage into Jute Scraps. (Salvage items worth 10c have a chance to salvage into either Jute or Wool.)
My favourite group to hunt for cloth tends to be Bandits. They drop Light Armor, cloth salvage items AND their Bags of Goods have a decent chance for giving out cloth. Flame Legion are also a good choice.
I wish someone had told me this at the start: don’t bother with crafting until you’ve leveled to 80. Leveling in this game is so fast and the base gear is so cheap/found, that if you spend two weeks leveling, you’ll be 80 and have a pile of crafting materials. Just run from heart to heart, explore/find the POIs and waypoints, and participate in any events you happen to be next to. You’ll level so fast it’ll make your head spin.
Black Frog, why would you wait to level 80 though? You get xp for crafting. It will speed up the process and give you access to gear and items to help you level.
When I started, I found that there was no way to find enough materials to craft to make things that keep up with how quickly you level.

As Zaxares mentioned, I also found bandits (found all over Queensdale) to be a good source of jute. Second to that would be low-level flame legion, but their “ritual bags” drop more fine crafting materials than they do cloth.
Note you don’t want to be farming mats at low levels because the XP gain isn’t there. Kill off a whole bunch of bandits for their jute if it’s for an event or a heart quest, but otherwise you’d rather do something else and put a buy order for the jute or for the final item you want.
