As title says how you craft heavy celestial armor i know that you need 400 armorsmithing(or higher). Can someone tell me the requirements and where can i get recipes?

You need to buy the recipes for both the Insignia and each individual piece of armor from the TP (for example, for a full set you need to buy the Celestial Draconic Helmet, Shoulder, Leggings, Chest, Gloves, and Boots recipes).

Once you have those, all you need is the materials and craft the armor like normal.

The recipes are outrageously priced on the TP now (at least for the ones that would make sense for Celestial stats). Been waiting for the Bazaar of Four Winds to open back up (where these originated in the first place).

Deldrimor Steel ingot Cooldown is account wide?? Should i make lots of chars lvl500 and start making more???

Its account wide, so making more chars wont help. You can buy them on the TP though.

Honestly, take it slow. You are only going to be able to get one charged quartz crystal per day anyway, meaning it will take a minimum of 30 days to craft the full set. Just knock out whatever you can early ([lesser] vision crystals, the slot-specific materials) and then gradually acquire the rest.
