It would depend for whom I was making it. My vigil ranger would go for the quiver and my scholarly elementalist for the book. I would only use quiver on those who have bows, but book can work on many characters.

But why wasting money to make them ? If it is for stat, do it with fractal relics. If you don’t have fractal relics because you don’t do fractal, you don’t need an ascended back.
The stats they offer are not worth the price of the mystic forge ones, and the stats from the exotic/rare or green won’t make the difference.

It isn’t necessarily a waste considering a large portion of the end game in gw2 is making your character look “cool”.
The way I see it, he asked wich one we like the most between those two because he wants to craft an ascended back and he’s not sure wich one. And that, is a waste.
Taking the book or quiver or any other backpiece, expensive or not, because you like it is not a waste.
Would depend entirely on the character. My Norn Ranger got the Quiver. My Asura Elementalist got the Book. My Human Mesmer is going for Light of Dwayna one day, as is my Charr Warrior with the Static Tempered Spinal Blades.
I personally like the various dream catcher skins so I crafted the one that used to be magic find and now lets you choose any stats and slapped a different skin on it. (Quiver of a Thousand Arrows)
Not sure if I can infuse it now, might have to strip the skin off first.
