[Jeweller]Mysterious Owl Amulet
I havent crafted the item but I do have it on my JC. It IS in my amulet list. I would reccomend reporting it as a bug. Off the top of my head I think it was a +healing and something else amulet but I would need to log in to make sure.

Are you sure that you don’t have any filter options checked that could prevent this recipe from showing and you are looking under Jeweler/Amulets? I took a look at the code and everything looks correct on my end.
I did the same as OP but the Owl Amulet is in my Jeweler’s list. This might be an issue similar to the “Crystal Scroll” recipe sold by Sagum Relicseeker. The recipe says Crystal Scroll but item on the list is actually called Harpy Totem.
Another thing you can check is to type in ‘Copper Chain’ in the search box and check each item. The amulet only uses Copper Ingot and Copper Chain, no jewels.

It’s actually in Snowden Drifts. NPC is named Lahri.
I just bought this recipe from an NPC at Kessex Haven Waypoint (in Kessex Hills, unsurprisingly). I’m pretty sure this NPC was the same as the one you escort from Earthworks Bluff, he was standing next to a pack bull just outside. After I bought the recipe, I thought about buying a second one — but just as I started to talk to him again, he and his lady friend ran inside the walls, and disappeared. Presumably to start their dynamic escort quest event again.
My jeweler apparently already knows this recipe, but I don’t see it in the available list. Double checked filters, and nothing is blocked.
The closest I can think of is the “Jeweled Broach” recipe. It doesn’t look like the other amulets I can craft, requiring just a copper setting and a turquoise (it’s also soulbound on acquire). This is in addition to the Turquoise Copper Amulet, which takes a turquoise, copper setting, and copper chain. The latter is not soulbound on acquire.
Final note — this particular recipe is not bound to account or character. So rather than running around trying to find the NPC, you can simply look on the trading post. The tooltip will tell you if you have learned the recipe or not.
I’ve found the NPC (sorry, PNJ is french) in Kessex Hills : he’s named “Nell the merchant”. I re-did the mission twice to “activate” its ability to sell something, and each times it was his compagnion who sell stuff.

The trading post is the market for players selling to other players. Something like an auction house. I don’t know if the key bindings are the same for different language versions, but for the english version of the game, you can access the trading post by pressing O.

I have the same issue, I purchased the recipe, used it, and it does not show up. When trying to buy it again, I was told that I already know it.
What lvl is the recipe? if your under leveled for the recipe it wont show up. So if your lvl 10 Jeweler and the ricipe is 25 it wont show up till your almost 25. I know the numbers are wrong i was just using them as an example.
The exact same thing happened to me — I also bought the recipe using my non-JC character, put it in the bank, and then picked it up and used it with my JC… The recipe did not appear on my list. I reported it as a bug at the time, if Anet wants to check that(maybe a week or so ago?).
Here is a screen shot showing my list of craftable amulets(as of right now), with no filters on, with 262 in Jewelcrafting. It also shows the recipe on the TP, and that it is supposedly already known.
This happened to me as well! I purchased the recipe from the npc, ate it, but it never showed up in my crafting list. I remember going back to try to find him but I could never figure out where he was – which would make sense if he was the escort npc.
I reported a recipe today for armorsmith that was called … crap, something plant-y (was in Caledon Forest) but the actual recipe in my crafting list was called Duelist Chain Gloves.
It’s possible the recipe took, it just ended up with a totally different name.

I do not know if it is linked to a recent update BUT something appeared in my jewel list.
The “owl amulet” learned with the receipe bought in Kessex Hills is in fact the “enchanted amulet”.
Same properties but not the same name and skin.
Same materials to be crafted from: turquoise and copper.
Noviere, I think it’s the “Jewered Broach” (the translation of this item in french was different) so you already know the receipe of the “owl amulet”.
It seems that lot’s of crafted items from karma/money bought receipe have been changed from beta phase to nowadays. That would explain the whole mess !
I just bought recipe " owl amulet" from Irvine in Kessex Haven, double clicked on my jeweler, scroll in inventory, learned recipe, went to Divinity reach jeweler station no recipe, went back to Kessex haven and tried to buy it again, SAYS I ALREADY KNOW IT, this is definately buggered, after noting post just before this one, I checked my jewelers recipes, only a n enchanted rock amulet, using 3 copper ingots and turquoise pebble, the owl amulet is a masterwork, using copper chain and 2 copper ingots, so not he same item at all

Your sarcasm has no place here. If this scroll/recipe is still legitimately bugged after 18 months, the thread for it should be posted in again.
According to the wiki article it should become a recipe for “Owl Amulet” when consumed. I bought mine from Lahri, and it works. Perhaps buy one from there (it’s a couple of karma) and see if you can double-click it.

As I mentioned above I do have the recipe for Owl Amulet. I also have the recipe for Jewel Broach. Unlike last time I also have the API for accessing the game’s items database. The recipe sheet you mentioned does teach Jeweled Broach like one of the posters above mentioned. When I checked through the database to see which item unlocks the recipe for Owl Amulet I got no results. It seems some time between me learning it and the OP attempting to do the same something got changed.
… while writing above I realized I forgot to checked something else. That hunch was wrong but when I went to talk Lahri and used the /wiki command to help get the item id for the item she is selling I found something interesting!
According to the API the item Lahri is selling has an invalid item it. That is very odd considering it is an item I just bought from an NPC.
I happened to have another Jeweler so I bought the recipe and tossed it into the bank. The recipe sheet from Lahri does the right thing and teaches the Owl Amulet recipe. The wiki is slightly confused because the API returns incorrect results. Having another item with the same name(wrong name) doesn’t help.
