Keeper recipes, do they drop in Battle for Lion’s Arch still? I know they used to come from the bags after 1200 citizens rescued, but now there are no more citizens.

Unknown. The release description did say that battles on the Breachmaker do drop items from past Living Stories, but it’s unclear if Keeper recipes are among them.

Yes, they do. I received a keeper recipe from the event end chest yesterday.

I also resceived an Ultimate Rescue Bag yesterday but not sure frmo which event.

Wife got a Keeper’s recipe an hour ago — either from the final chest itself, or the Ultimate bag.

Seems like you get an Ultimate Rescue Bag each time you beat the Prime Hologram, so if anything, those super-rare previous LS goodies are going to get even cheaper for the foreseeable future.
