I’m assuming the Ascended Recipe for Keeper’s Heavy Armor is only available now through the TP? Pardon the ignorance, but where did this drop?

Yes, only the TP atm.
It dropped from the Marionette Event and the Ultimate Citizens Rescue Bags from the LA Events.
