the weapon specific gifts are not trade-able, you will need to level it yourself….and really thats the least of your problems going for the legendary.

And do i need it on character which the weapon is for, or these crafting ingredients are account bound and i can have this profession on alt?

Yeah they are account bound, which means you can level different crafting professions on alts.
