My question is pertaining to making the Bifrost – However I assume this can apply to any legendary.

When making the “Gift Of Mastery” it is required to have:
250 Obsidian Shards
1 Gift Of Exploration
1 Gift Of Battle
1 Bloodstone Shard**

**My question is – I had bought the Bloodstone Shard with my ranger since I did not care for her skill points. The Bloodstone Shard is soulbound. I am wanting to make the Bifrost for my mesmer. If I use the Shard on the ranger with the 250 shards, exploration, and battle – Will that make an Account Bound “Gift Of Mastery”? Or do I need to farm another 200 points on my Mesmer for the soulbound Bloodstone Shard?

I just find it very odd that the Gift of Battle, Exploration, and Shards are not soulbound but rather accountbound and the Bloodstone is soulbound.

Any information would be great!

All gifts and forge results are account bound, the skillpoint items are soul bound indeed. You can make the gift with your Ranger.

What Tweek said is correct. You could also craft Bifrost on your Ranger, put it in storage and give it to your Mesmer.
