Does transmuting the legendary on to another weapon lose its effects and footsteps?

From what I was told lengendaries stayed updated with the current highest teir of weapon stats out. Which leads me to ask,

Will the weapon stats transmuted on to the legendary upgrade?

If not, what happens?

The answer is “NO”. Effects are based on skin not rarity. So you can transmutate other stats to legendary skin but legendary transmutation is still broken despite the patch notes. There is no 100% guaranty that it’s still be legendary and will be updated to accended stats in future. So just sit and wait for fix and confirmation.
