Also are you able to craft named exotics?

you can check this out, has pretty good list of named exotics you can craft using the mystic forge:

is this what you’re looking for?
if by level 400 you mean weaponsmith/artificer/huntsman, there is the default exotic you can craft by them (e.g. pearl weapons via weaponsmith) and you need to get the recipe for the inscriptions from the NPC of the corresponding craft.
