Guild Wars 2

So is it only 2 legendaries per character?
I know that explorers stuff only gives you 2 of the gifts for the one-time achievement on that toon. I was wondering if maybe you cleared with another toon you got two more that were Bound to Account? Maybe?
Just really hopeful because I’m a S/P and SB thief but the dagger looks tooooooooo cool to not dual wield =3
