Spend time farming, gold buying mats, karma buying mats then crafting an unidentified rare grey dye, and what do I get, an uncommon.
That is BS, I know what the tooltip says, but come on. If we’re using that many mats, guarantee what it says, like any other crafting profession. Not only did you make cooking items more expensive at karma vendors, you take a big chunk of materials away from them and come up with this crap?
If it says it’s a rare dye, make a freaking rare dye.

The “Unidentified Gray Dye (Rare)” is itself rare, and does not imply that the identified product will be rare. The item description, which you point out that you have read, correctly states that it will identify a common, uncommon, or rare dye. It is also worth reiterating that the item name is an “Unidentified Gray Dye” (of the Rare variety), not an “Unidentified Rare Gray Dye”, which would indeed be misleading.
Maybe it has a higher chance of generating a Rare dye instead of just Rare Dyes Only? :P
Considering how long it takes to gather the coriander, it should guarantee a rare.
I’ve made 2 and gotten 2 commons.
Look at the other aspect of it, though; just by the fact that you can choose which hue to make it, even your Common dyes are about ten to fifteen times more valuable when searching out specific colors. If you could force both hue and quality, you’d need to spend a LOT more mats to justify it.
It takes like days to gather the coriander as it is. Unless you can tell me where else you can get it. I have only found it in bloodtide coast, and well, wvw maps. Either way it is extremely inconsistent. Running around Bloodtide coast the entire map you will get like 3 Coriander seeds, you need 25… to get a common out of that that’s worth less than 1s is a joke.
Even if you set a timer and go back out every hour and get your 3 seeds, it takes 9 hours to gather them. You will spend 83s to buy them on the TP.. to get a common.
I just crafted 10 assorted unidentified rare dyes — mostly yellows and greys — that cost a significant amount of karma for the mats (not to mention ages to collect the rest of the mats). Not a single one of them yielded a rare dye and only three of them yielded an uncommon. Granted, I might be the unluckiest person alive, but…0-for-10?!!!
Seriously, if the dyes are each going to require such a large quantity of mats to craft they should have a high percentage chance of yielding a rare dye, a smaller chance of yielding an uncommon, and a low chance of yielding a common (something like 65%/25%/10% respectively)…or else drastically reduce the number of mats required to craft them.

I agree with everything you posted there. I don’t get why crafting has to be a mini-game. I would be satisfied with an increase in mats (even as insane as they are now) just to be able to craft exactly what I want and not have to depend on some stupid RNG (Random Number Generator). And because of the RNG the rare dye prices on the AH like abyss just keep getting higher and higher with no end in sight. Good for ANET and the few people who the RNG favors (the RNG hates me) but bad for everyone else. I really love crafting but please take the gambling/guessing/hoping/praying out of it.
Although I don’t craft dyes on my Chef (precisely because of the way the RNG works with crafted dyes, and because I get unidentified dye drops often enough that I’m unlocking a good range of colours through normal play), I agree that crafted dyes should give a guaranteed Common, Uncommon or Rare dye depending on the tier they are crafted. This would help ameliorate high prices for in-demand dyes on the TP, as well as increase demand and prices for various low-tier cooking materials (which let’s face it, are mostly tanking on the TP apart from certain materials like Vanilla).
