Materials not appearing in discovery?
They could be part of a recipe only. Difficult to know for certain without knowing which items. It’s also been a long time since I crafted.
Some basic recipes are auto learned once you reach a certain level and they appear in your crafting panel.
For leatherworker, you usually refine rawhide leather and jute from lvl 0-25.
At level 25, you should be able to craft a couple of crafting components (mask straps etc) and insignias. Once you have an insignia and 2 corresponding crafting components, you should be able to combine them in the discovery panel.
Bloin – Running around, tagging Keeps, getting whack on Scoobie Snacks.
They probably need a recipe that is bought from a vendor. To say for sure, you would need to tell us what at least one or two of the items were.

Those are used to make the insignias and those recipes are auto learned, once you reach a certain level, so no need to discover them.

While the material may state that it requires only LVL # of the Crafting Skill to be usable, the remaining recipes that it can be used in are not available for discovery. This can be due to the recipe not being a discover-able one (must be obtained and used elsewhere), or you may not be high enough level yet do discover the recipe. The other (much less obvious and common) reason is that all the recipes that use the material are already discovered (note materials for already known recipes do NOT show up in the discovery pane).
Note that if the material is showing up but RED, that indicates you are within 10 crafting levels of being able to use it in a future discovery.

I have not heard about a character level requirement, but I might have always been a higher level anyways …
