What if these things: http://wiki.guildwars2.com/wiki/Universal_upgrade (Except the doubloons and the jewels) were crafting materials?
Right now they’re probably the most useless loot drop in the entire game. They could be used as ingredients to make new armor based off their stats. What do you think?

That’s a more elegant solution to making things like Shaman’s insignias available than their current method of obtaining via salvage.
