Mystic forge possible to make pwr, vit, tgh items?
Well I have some good news and bad news for you. Power/Vit/Toughness armor is in fact all available from the Orr karma vendors, but not from a single vendor. This page explains where to get the pieces you need.
Now for the bad news. As you already know the WvW armor has those stats, and they also sell jewelry with that distribution. However unlike the armor there is no karma alternative, so if you want a full set of power/vitality/toughness jewelry you must obtain 1980 badges of honor. To make matters even worse, for that price the jewelry doesn’t even come with a matching exotic jewel already slotted. In fact you can’t even buy those jewels with more badges, so there’s currently no way to obtain power/vit/toughness exotic jewels.
This is all pretty ridiculous considering the drop rate on badges in WvW, though I think that or the prices of the gear may be reduced in the future to be more in line with the dungeon armor costs. Currently Invader armor is by far the most “prestigious” armor in the game, which seems pretty stupid considering the fairly bland skins. Regardless, the stuff you’re after is horrendously overpriced and isn’t available exactly how I imagine you want it.
So yeah skip the jewelry for now, the emerald stuff is toughness/power/precision and is a decent substitute. You can see the recipes for all the exotic jewelry here.

crest of the soldier is pretty good jewel replacement.
The Orr karma vendors don’t have the full soldiers set, only 5 of them.
Honor of the waves is an easy way to get armor and weapons with those stats.

Wow you’re right, don’t know how I missed that. What on earth were Anet thinking with those Orr karma vendors, really seems half implemented. It’s even crazier since some pieces (chest for light armor as an example) are available from multiple vendors just with different runes. As if having the sets split across multiple vendors wasn’t confusing enough.
