To make the mystic weapons do i need the associated crafting recipie to be at max level? Like do I need Huntsman to be at 400 for the mystic bows, or do I just throw everything into the mystic forge?

You can buy the weapon components off TP. You do not need crafting for mystic weapons.

To answer your question, no, the Mystic Forge does not require you to have any levels in crafting skills to work.
