OK I bought a skin and used it for a PVE character. The new Wardrobe will let me put that skin on another character’s PVE weapon.

My question is, will I be able to put that same skin on a PVP characters weapon (since I originally declared the skin as a PVE)?

Yes. PvE and PvP will share the same wardrobe.

“Gamewide Gear Unification

As of April 15, there will no longer be PvP items in the game. The look you set for your weapons and armor in PvE and WvW will carry over into PvP. You can craft your look, develop your style, and take that with you wherever you go!"
