Level up another character and join the Order of Whispers.
Buy the hood.
Transmute it onto a white quality light helmet – very important that it is white.
The resulting item, with the stats of the crappy helmet and appearance of the TOoW hood, will be account bound so you can chuck it in your bank and pick it up for future transmuting on your main.

Yup. As long as the the item you keep the base stats of is of white quality it ends up being Account Bound rather than Soulbound. That’s how some people, for example, are able to get the Thief starter hood on their Ranger.

Don’t know about cultural armor… but cultural weapons don’t have a race requirement. An asura can go buy a norn’s cultural weapon for example.
It works with cultural armor, yes, but it maintains the “Race Restriction” field. ie. You could transfer the cultural armor anywhere, but can’t use it on other races. Cultural weapons are not race-restricted and can be bought by any race, so they work as expected.

have heard that both blue and white work, since neither of those quality can be actually “bound”. the end-result will still say soulbound, but is in fact account bound. i’ve only heard this from others though. i did it with a white item (and since i assume whites will be cheaper to obtain anyways…), and it came out account-bound.

I know from personal experience. I have vigil boots, priory shield, whisperer chest on my warr, all are transmuted with blues I had laying around. I’m not making claims I can’t back up.
