Guild Wars 2

Is there any way to craft penetrating (+precision +crit damage) weapons? I’ve seen them in game but as a weaponsmith they do not appear on any inscriptions I can see.

At that range no. But at the 3 stat armor you get berserker’s which is power/precision/critdamage.
