Perfect gear: Doing it right?
with armorsmith being hot with all the ascended stuff going on it might be cheaper just to buy some pieces or a whole set box of from tp and than transmute them if you really really like the other pieces you mentioned before
Crafting is alright, but you have to be lvl400 in the crafting disciple in order to craft the item you want.

Crafting an item would not make it soulbound or even account bound (unless it’s celestial)
Crafting also gives your character experience while you do it, so it may be best for you to do it on a non lvl80. (it gives around 7 lvls for 0-400)

With the two answers above you have all that you need I guess, but just wanted to throw in an additional element: with exotic armor pieces being so cheap on TP at the moment (with people leveling their crafts to 500), you might want to collect pieces with your chosen stats (I am going to guess Zerk) just to apply different looks to them.
If you play a character a lot, you sometime wants a change of visual style (simply cause you get bored of seeing the same armor all the time) and if you got a full set of Zerk gear with temple look (for example) and another full set of Zerk gear with dungeon style (or a gem-store skin) you can swap between both and not get tired of the look. Having two sets with same stats and different look saves you transmutation crystals in the long term, which are harder to come buy that pieces of gear.
And anyway if you do WvW and/or Fractals you might end up having two or three sets anyway but with different stats (e.g. tankier stats for WvW Zergs).
