Likely Carrots have shot up in price due to some popular high-level food recipe that’s in great demand right now. The cheap Bowls of Red Meat Stock are probably leftovers from people who crafted it to raise their Chef levels, have no further use for it, and are now dumping it on the TP.
In short, buy the Bowl of Red Meat Stock for your own crafting and sell your carrots.

I understand why carrots are expensive, I don’t understand why stock is cheap.
Once upon a time, carrots used to be cheap. And stock was probably cited in a crafting guide. A lot of people crafted it and slowly the value of stock became lower while the number of items continue to increase.
Then one day, someone finds a more useful use for carrots, everyone jumps in and the price becomes higher. Stock on the other hand never found an interesting use, thus staying at the same low price.
This isn’t a isolated case.

The stock is part of the standard speed route for cooking 400. Once you’ve reached 400 you don’t need the meat stock, so there is lots of it available.
Sell your carrots, buy the meat stock if you need some.
The jump in carrot price was not because of dye. The dye recipe was always in the game and carrots were cheap (around 25c) since game launch.
The price jumped to over1 silver at the beginning of May with the introduction of the Molten Weapons Facility dungeon and the Carrot Souffle recipe. The price fell back a bit, but has been steadily above 75c for 2 months now.
Like chili peppers. They are now absurdly rare, and they are in a cooking guide, so they cost way more than the things they make.
Some of the crafting guides are dynamic in response to the trading post however still too rigid due to the crafting experience tradeoff.
Eventually ArenaNet might find a use for it and introduce a new recipe.
