I was wondering which version of the fractal capacitor will have the glow ? I assume that it is possible to upgrade the back piece 3 times based on the website.

Fractal Capacitor (Infused), upgraded in Mystic Forge, is the one with glow effect.

You purchase the a capacitor with relics. It is exotic. You upgrade it to an ascended version backpiece. You then upgrade it to an infused ascended version. You can then upgrade to to the special skin with the glow.

So yes, three upgrades to achieve the special skin. Quite costly, as the last two upgrades each use 250 ectos.
