I also dare to presume that the amount of exotic rabid armor that you salvaged before the patch was close to 0.

This. I have always gotten a rapid exotic insignia from salvaging from dungeon armor while using a BL salvage kit. Also, you cannot get insignias from salvaging armor that has stats that are already craftable.
