I would say that it was just an easier implementation. All craftable insignias/inscriptions have a corresponding fine crafting material (vials of blood for zerker etc.).
When ascended weapon and armorcrafting got introduced, they needed to introduce exotic insignias for stats that werent craftable before as they are an ingredient in crafting the ascended insignia. Before ascended crafting, you got exotic gear with those stats through different means (random drops, karma, dungeon tokens, badges, etc.).
Now there are like 6 or 7 exotic insignias that arent craftable. If they wanted to make those craftable, they would have had to introduce 6-7 new fine crafting material as an ingredient, which would be alot of work. By making making those insignias salvageable from the already existing exotic armor with those stats was actually a good solution in my opinion because it doesnt make those exotic armors obsolete and gives them a demand.
Some people suggested to use the existing t6 rare mats to craft them in a combination, for example 3 scales and 2 venom sacs to craft a Dire Insignia but that would have resulted in a price inflation for those mats.
I think its fine as it is.

As insignia take 15 T6 mats at that point they could make recipes that require 5 each of 3 different T6 mats. That would be a way to get the prices in line for all the T6. There would probably need to be an additional step, “Craft Dire something requires 5x, 5y, 5z”

Exotic insignias only need 5 t6 mats, not 15.
And why do you think it would be a good idea to introduce an additional sink for t6 fine mats?

Yes, I realized that later, sorry about that, I had been crafting T5 rares and had 15 on the brain. I am not sure how much of a sink it would actually be, if the current insignia salvage method is left in place, but I was thinking of it as a way to equalize value on the various T6 mats.
You claim it would be better. In what way would it be better? From a “I want to have as much gold as possible” perspective it would not be better. The most expensive salvage insignia/inscription is cheaper than the cheapest craftable ones.
