Rune of Bursting recipe acquisition
I looked on the gw2 wiki for how to get the recipe, and it says only during the queens jubilee can I get it. Is there no other way to get the recipe at all? Possibly during Scarlett’s minion attacks on a map since that was part of the Jubilee?

You can craft Zealot and Keeper Gear with the Sprockets, if you pick up the recipes now.

In theory you can get it from the invasions.
In practice that is very unlikely because it requires successful(or at least getting to the third wave) completion of the invasion. I don’t think that happens much anymore if at all.

Wiki doesn’t list bursting but it would be very odd to include the other 5 but not bursting in the loot table.
