So, the item exists (it’s been datamined) but the standard recipe for making satchels does not work on this item Any chance it will be activated? I’m already looking forward to the ascended version and wonder if i can make a satchel of that too (don’t think so tho…).

In all previous cases, satchels for the stat combinations requiring recipe unlocks also required recipe unlocks. Acquired the same way as the armor piece recipes. Since sinister armor is not discoverable, the recipe for the satchel cannot be made the usual way. Unfortunately Anet seem to have forgotten about adding those recipes to drops (most likely due to the new “select piece” format).
So no, they cannot be acquired in any way currently.

If the item has been datamined, I doubt they have forgotten it; the item clearly exists in code form. If you don’t see it by the end of the LS, then worry. Have a little patience.
