Superior Sigil of Torment
I do not see a use for it in PVE.
It’s pretty useless in PvE. 1 stack of torment on a 30% chance and a long CD make it one of the worst sigils out there.
In WvW it’s usefulness is somewhat improved due to people always moving and the AOE being used to the max from zerging.
It’s a lot more useful if you can combine it with another weapon skill that already provides torment, like mesmer scepter 2. I have a sigil of malice on my off hand weapon and use condition dmg artificer potions.
It does nice dmg against AoE zerg attacks.

Seconded, this is the sleeper hit of the patch for wvw, especially for condition spam professions, as it provides an AoE cover condition that is basically perma with good condition duration.

Also it has its own internal cooldown apart from all other sigils, so you can safely use it with any proc or swap sigil without risking override. Pretty nice, but not sure it constitutes replacement of Bursting/Force, which are just flat damage increases, as the proc rate on this one does seem too low to warrant a perm. spot on my weapons.

Nope, at least none of the on-crit and on swap sigils.
Frankly it still isn’t really all that amazing. The proc rate seems to be lower then 30% on crit as best I can tell, and if you compare it to say bursting, which would be a flat damage increase, it doesn’t really seem worth it.
