The Mystic Forge and Soulbound Items
Yes, crafting a new item will make it “Soulbound on use” again. I can’t speak for Eye of Rodgort per se, but this was the case when I created Twilight, and when throwing Ascended rings in the forge in order to get an infused ring back. Both came back as “Soulbound on use”, so I think it’s safe to say that this is the case with all soulbound items that are thrown in the mystic forge.
If you huck something soulbound into the Mystic Forge, the item that you get back can be sold / traded as you wish as long as it does not produce an account bound item (ascended items.)
I routinely huck exotic weapons I no longer use into the mystic forge and sell the resultant exotic.

Minor note: except when you Mystic Forge masterwork trinkets where the combine includes a hard-coded soulbound item like karma items, then the result is always similar souldbound crap. You can’t forge karma items that you have bought yourself, but you can get these masterwork trinkets as a result of a combine.
