So what is the exact, step by step method to do this? I know it requires transmutation splitters and white level 80 weapons, but this is something I rather not take a risk on. If at all possible, a link to a video of someone doing so would be awesome ^^.

Use a transmutation crystal to transmute your legendary to a white weapon. Then move that new white weapon with the legendary skin, but white stats to the character you want. Use a transmutation splitter and you’ll get the legendary back along with the white. The legendary will be soulbound to the character that splits it.

• Buy Transmutation Splitter AND Transmutation crystal (Give crystal to the original legendary owner, and splitter to the recipient)
• Buy level 80 white (must be white) weapon from the vendor, ensure it is the same type as your legendary.
• Use transmutation crystal on the legendary
  • Choose Legendary skin
  • Choose white item attributes
  • If it has a Sigil choose the sigil
• Put new legendary skinned white weapon into your bank
• Log out
• Log in on the character you want to use it with
  (this may sound condescending, but you would be surprised how many people use the splitter on the wrong character and have to do it all again)
• Get legendary skinned weapon out of bank
• Use transmutation splitter on the new weapon and you will receive
  • Legendary weapon in all it’s purple glory
  • White bound weapon of uselessness
  • Sigil
• Stand outside Lion’s Arch bank and look purdy.

can you still change the stats at will after the Legendary transmuted?

You can use blues, it doesn’t have to be whites, but anything green and up will not work. Splitting a transmuted item restores the original components, so your split legendary will retain all its abilities.
