Anyone know if you transmute an item that has a transmuted skin onto a white item to make it acct bound, will you lose the transmuted skin when you go to split it? Basically I put a kasmeers staff skin on an ascended skin and I want to transfer the staff to another toon. I’m just wondering if I need to split it first to get the skin back or will I get everything back after I transmute it to a white item and then split it.

You will not get everything back. If you want to keep both and transfer then it will require extra splitting and transmuting.
