According to wiki Superior Rune of Exuberance recipe can be purchased from Ebonhawke Emissary in Cown Pavilion (http://wiki.guildwars2.com/wiki/Recipe:_Superior_Rune_of_Exuberance). I’ve been running crown pavilion up and down and still can’t find him.

Can somebody please point me in the direction where I can get Superior Rune of Exuberance recipe?

You can’t get it at the moment afaik. You will have to wait for the crown pavilion to open up again as said emissary was inside the pavilion.
