Based on what could be gleaned from the developer livestream, sprockets and quartz/charged quartz play no role in Ascended weapon crafting.
I have a quartz node in my home area – quartz will continue to flow into the game as often as I or anyone like me cares to dig it up. Hence it is not listed as a seasonal material.
Scarlet Invasions will be less frequent, but will continue more or less forever. Meaning that sprockets will continue to flow into the game as often as anyone cares to participate. Hence it is not listed as a seasonal material.
Neither material appears to be involved in producing an ascended weapon. Same as the lodestones don’t appear to be involved. In fact, since the sprockets are used to craft runes and sigils, they are very much like the lodestones in terms of use.

That is partly true. You actually need 5 charged quartz if you want to make an ascended celestial weapon.
