So I’m trying to find recipes to learn new weapons and armor. Do you know where i can find more merchants like Rojan the Penitent who sells corrupted weapon recipes?

If the recipe is sold by a NPC there will be a Sold By tab like http://www.gw2db.com/items/63177-recipe-s-hylek-beaded-necklace#related:sold-by
