Why is Celestial Exotic armor time-gated?
It’s Exotic…and it’s the only Exotic set that’s time-gated. Why?
Because it creates an illusion of it being useful (when in reality it is not).
And why it’s still timegated? Because Anet tends to make decisions that make (for them) sense at the moment they were being made, but keeps forgetting to reverse them when they are no longer necessary, or even turned out not so good as intended.
That’s why celestial gear is still timegated, why soft wood still requires 4 logs per desk, why spool of elonian cord still needs 100 silk scraps instead of 50, and so on.

Because “it was a good idea at the time.” aka: a dumb idea.
Once they introduce something, they tend to forget about it.
because they wanted to see how everyone responded to time-gated crafting, no one made it, so they decided to test it again with ascended stuff to see if they could get some data points there.
Things tend not to be changed unless they need to be, and since almost no one makes celestial armor, this doesn’t negatively affect many people. never mind that the time-gating is half of the reason no one makes them.

I think you are mistaken that no one makes celestial gear.

I, myself, use celestial ascended gear. which required celestial insignia, but not celestial exotic.
basically, it’s so time-consuming to make the exotic that people just go straight for the ascended.
I’m sure the number of people that have made celestial exotic is above zero, but I am also sure the percentage of celestial exotic gear that’s made is orders of magnitude below the average number of exotic gear made.

I think, especially for light ascended celestial gear, the timegate on damask (apart from buying it directly) is longer than for an exotic set. Even with the high prices for exotic recipes, people still buy those and Anet felt inclined to reintroduce them with the Ultimate Citizens bag. And prices rose fast again after the event was over.
If you check the buy orders, especially for the exalted set, you will see mostly bids for 1 each, which is a good indicator that those bids actually come from people that want to learn that recipe, speculators tend to post bids of more than 1.
The mere fact that people still ask about the timegate on the exotic gear (and frequently) on the forums is a good indicator, that its still crafted.
Personally i have been trading in celestial recipes for a long time and i can tell you, that those prices are so high because the demand is still there.

While I won’t argue what you are saying, the reality is, the time gating needs to go. I get why they do it with the ascended stuff. That’s a no brainer. But, to keep one stat combination time gated makes zero sense. The above posters hit it on the head. Anet introduces something and apparently doesn’t have time to rethink it while they are so busy pumping out bug riddled content bi-weekly.
Its gated because celestial is theoretically a BIS for casual players. It lets you theoretically try any build you want and lets you switch between those builds with out constantly buying new gear. I say theoretically because when you do the math there is much better gear sets to do the same thing and come out ahead. Most casuals don’t do the math though so the idea of a completely balanced set that takes no thinking has its appeal.
I think part of the gating was that someone thought of it being good enough for casuals to not want or need any other sets. Which means they don’t need to grind or buy gems to gear out multiple sets. So they make it a PITA with time gating and limited crystal spawns.
It’s quite possible that the Celestial time gating will soon end.
A blog post of “Removing Restrictions” is suppose to drop today.

Good point, after all those speculations on what to expect today, this is the firsttime i see celestial timegate being mentioned.

“Removing Restrictions”? More like “Removing Expectations”!
Terrible joke aside. It doesn’t look like we are going to get any help with the terrible access to crafting certain stat sets.
