Tarnished Coast usually has uncontested balthazar instances but today I haven’t seen it uncontested (maybe due to the halloween stuff)

You should come to Tarnished Coast if you can… the wait won’t be too long. I bought all my shards a few days ago on TC.

Sorrow’s Furnace takes Balth on a daily basis. If you transferred over, within the 24 hour cooldown to transfer back, Balth will become available multiple times.
