It’s been almost two months ago that several bulks were removed because everyone could buy them unlimited. There are supposed to be bulks of crafting items that are now like 2/3 silver each on TP, which is too expensive for me. The bulks were good because they are one of the few usefull items you can buy with Karma, so I wonder, will they ever return?

No, those bulks were changed to be dropped ingredients. You have to go out and harvest them yourself now or buy them on the TP.
