as far as I know, random drops only. It’s possible to get them from map completion from ORR, as well.
I got Yakkington’s Pauldrons out of a chest earlier this week. My mouth hit the floor when I went to sell it on the TP. Each of these pieces in the set goes for ~10-11g.

Its because they carry Traveler Runes. And yes, its only a random drop, so you cant farm them.
Bloin – Running around, tagging Keeps, getting whack on Scoobie Snacks.
They’re random drop only, you can occasionally get them from map completion on some of the higher level maps.
The easiest way to get them is to just buy them off the trading post
If you’re just after the armor for looks, and have no interest in using the runes of the traveler (Which are what really bump up the price) attached to each piece I’d probably recommend buying one of the cheaper named armor sets like Brutus’ that typically sell for about a gold.
Then transmute it onto another piece of armor with the stats that you want.
Off the top of my head it uses Dire stats (Condi/Vit/Tough) which are craftable. Just search for crafted armor with the Dire prefix.

If you just want the stats it has, get any other dire set as it’s cheaper.
