I think making it will be better. not only do you have to max out your crafting profession and get the advantages but you will be in full control of the customizations of the weapon. while buying it will cost you thousands of gold coins

What do you mean to be “in full control of the customizations”? You can swap the stats on legendaries anytime outside of combat, not just when creating it.
But back to the original question. Making a legendary takes a helluva lot of time, but so does grinding the gold for it. Your choice.

I’m actually pretty sure you will get the legendary faster if you just grind gold by doing daily dungeon runs, compared to grinding the mats, doing 100% world completion, etc.
This is of course assuming the player hasn’t already done 100% world completion, enough badges for the Gift of Battle, etc.
