afaik, anything that goes into the Mystic Forge comes out an entirely new item.
So based on my understanding of the game and the MF and bounds, it should come out uubound. doing a quick search via wiki, the item description states Eternity to be Souldbound on use as well.
Now as long as you haven’t transmuted your Twilight, i.e., it’s still Twilight. even though it’s soulbound to your character, you should still be able to throw it into the forge. but i assume you will just have to use that character to use the MF.
though, perhaps someone with actual experience can help answer your questions with a “source”!

It comes out “Bind on equip”, you can even sell it.
But, can you physically have both in your inventory if they are soulbound to different characters?
I know that the soulbound runes from dungeon chests can’t even be put in anyone else’s inventory.
So if you are planning to do this, you might want to make sure you do NOT equip the Sunrise on your other character at all. Because once it is soulbound, I don’t know if you can have them at the same time. And if you don’t have them in the the same inventory, I have no idea how you would put them in the mystic forge together.
I know that for one of my character’s soulbound items, it was not possible to remove the item from my bank as my other character. I would recommend planning on the final mystic forge use to be on the character which Twilight is soulbound to.
