there needs to be a way to demote materials from a higher tier to a lower one
example,

say i have tons of small claws but need tiny claws instead,
go to the forge and do a demotion from T2 to T1.

Why?

Just because you have tons of one item doesnt mean you are entitled to convert it into an item you need.

I thought it was possible at one time, but was removed.

They can be converted using the trading post. Though there are exceptions, mostly the higher tier ones cost a bit more so you’d usually get at least one lower for each higer tier one.
The Genie likes to eat expensive ‘conversion materials’ so I doubt I’d be very happy to use that method.

It is (and was) possible only for vials, globs and shards of mist essence from fractals.
Now, i’d really like that option (and upgrade as well, since in this case it’s not fuly implemented) available for dubloons too.

Sell small claws on TP
Buy tiny claws on TP

You can upgrade tier materials, why not downgrade them?

I wouldn’t be against having downgrade recipes.

Why go to the forge….Trading Post already exists….

Oh….you are hoping to put in 10 T2 and get 100 T1 out…..not gonna happen.

don’t sell the t2, buy the t1 with a 10s or so I will take to buy a thousand of them.
