obtaining low-level crafting material
Well, it looks like you’ve done the math. If you are correct, then spending an hour in a high level zone and using the money gained to buy mats is more efficient than spending time in a low level zone gathering mats.
Whether it’s intended or not, it’s the most efficient.
What was probably intended was:
Now you’re level 80, you want to go back and do the other low level zones for 100% map completion, and you’ll get enough mats for a second craft.
That’s what I’m planning to do on my Warrior. I’m only leveling Weaponsmithing at the moment, but will go back to the other low level zones for map completion and level a 2nd craft.

Why wouldn’t it be intended that it would be easier to farm gold on your 80 than mats at level? Why are people so adverse to the TP?
To be perfectly honest, if you want to level up crafting as you level you have to use the TP. Sell the excess and buy what you need.
Prices for T1 mats have been falling steadily over the last few weeks, so I agree, farming level 80 zones and using the profits to buy the T1 materials you need is probably the most economical method at this time. However, if you still need to go back to low level zones to achieve 100% completion, or if you have alts that still need to be levelled, then it’s a no brainer to do that instead and use the mats gained on your level 80 main.
I found artificing to be the easiest and cheapest profession to level up. This was due to discovery and potions. There are so many types of potions, and while you have to buy water, that’s cheap. Make sure you haven’t been selling off other collectibles, such as JC and cooking mats, as those are used. As well as some ores and bars, I think.
Note: Almost all of the potions will need to be vendored, and are not worth selling on the TP. Potions is fast for leveling (combined with weapons), but will likely not return the most gold.
I don’t think that many people farm low level map for lower tier mats anymore.
I think most people just farm abit of money & buy them directly instead or just massive purchase the supplies bag, resell those extra mats.

In general, farming or buying the materials wastes money. If you use offers, many of the things you need can be bought on the TP for less than the cost of the materials to make them. This is especially true of the parts that people make to level up while avoiding fine drop materials (blood, bone, and other ‘ooky bits’).
For example, you can buy a green staff head for 78% of what the wood planks cost, a staff shaft for 87%, and a malign green inscription for 5c, way below cost. You can get a green focus casing for less than half the cost of the wood planks, and a green scepter core for 60% of the cost. (Yes, you’ll have to make some parts. )
While the savings are not always this good at higher levels, I’ve been able to buy some parts at a significant discount for every craft, even cooking. However, you always have to buy using an offer, and have patience. Sometimes they will take an hour or even overnight to fill.

If you’re really ambitious and willing to spend the time, you can even make money. For example, I started Huntsman yesterday with 50 silver, and leveled to 86 without farming a thing. When I was done, I had 64 silver. Some from buying raw materials and making parts, (horn) some from buying parts and selling items on the TP (mostly bows and pistols), and some from buying parts and selling the resulting green item to the vendor (yes, I made money crafting and selling greens to the vendor, about 20% profit).
P.S. The profit on crafting greens is still there, but disappearing. All profitable opportunities are ephemeral in this market, it’s fairly efficient.
I think in general you’re going to be better of doing high level content to gain money, as you noted. If you are going for world completion, it might be worth going through the lower zones to complete them. You’re not going to be getting enough to completely level up the craft, but it’s something different to do
