Hi,

Is it possible to get a celestial insignia form salvaging exotic celestial armor ?
even with a chance I am willing to do it.

No. Celestial armor is crafted-only, and you can never salvage crafted armor for insignias. The only stuff you can salvage for insignias are non-crafable stat combinations (such as Dire, Rabid, ect).

There are actually some dropped exotic weapons with celestial stats, the mace shiverstone for example.
However, as celestial is a craftable insignia/inscription, they cant be salvaged.
